AWARENESS OF THE RISK OF ARMED ROBBERIES, AS BUILT INTO THE INITIAL PLANNING OF THE SOUTH AUSTRALIAN TOTALIZATOR AGENCY BOARD (SATAB), IS EXAMINED.
Abstract
AN INDEPTH REVIW OF SATAB SECURITY REQUIREMENTS WAS CONDUCTED IN 1976. THE PRIMARY PURPOSE WAS TO EXAMINE, EVALUATE, AND DETERMINE THE TYPE OF SECURITY HARDWARE BEST SUITED TO SATAB NEEDS. THE BOARD'S DESIRE WAS TO INSURE THAT IT MET SOCIAL AND COMMUNITY OBLIGATIONS AND THAT IT MAINTAINED DESIRABLE LEVELS OF MORALE BY SAFEGUARDING STAFF THROUGH THE USE OF ADEQUATE SECURITY PRECAUTIONS. IN THE COURSE OF THE REVIEW, CRIME TRENDS IN GENERAL WERE EXPLORED AND DETAILED DATA ON HOLDUPS AND BANKS AND SIMILAR CASH HANDLING PREMISES WERE ANALYZED. ATTITUDES OF BUSINESS ORGANIZATIONS TOWARD CRIME-RELATED MATTERS WERE CONSIDERED, AS WELL AS OVERSEAS CRIME TRENDS. SECURITY EQUIPMENT AND THE VIEWS OF THE INSURANCE INDUSTRY WERE EVALUATED. LEGAL RAMIFICATIONS OF BOARD ACTIONS WERE ALSO ASSESSED. THE EXPERIENCES AND CONCLUSIONS OF THE SATAB ENCOMPASS ROBBERS, VICTIMS, AND DETERRENCE. TWELVE RECOMMENDATIONS CONCERNING ALARM SYSTEMS, AS RELEVANT TO CRIME PREVENTION, ARE OFFERED. (DEP)
