PAPER DESCRIBING CIVIL LIBERTIES CONCEPTS AND SAFEGUARDS BUILT INTO THE NEW YORK STATE IDENTIFICATION AND INTELLIGENCE SYSTEM (NYSIIS) ORGANIZED CRIME INTELLIGENCE FILES.
Abstract
SUGGESTIONS MADE ARE APPLICABLE TO BOTH COMPUTERIZED AND MANUAL ORGANIZED CRIME INTELLIGENCE (OCI) FILES. INDIVIDUALS ABOUT WHOM ORGANIZED CRIME DATA IS COLLECTED ARE PROTECTED IN THE DECISIONS TO ORGANIZE, COLLATE, AND DISSEMINATE INFORMATION BY SAFEGUARDS SUCH AS STATUTES LIMITING USERS, ESTABLISHING CLASSIFICATIONS OF INFORMATION, AND FORBIDDING UNAUTHORIZED RELEASE OF INFORMATION BY AN EMPLOYEE. OTHER SAFEGUARDS INCLUDE CAREFUL DISCIPLINE OF EMPLOYEES AND USERS; EXTENSIVE PRE-EMPLOYMENT SCREENING, TRAINING, AND MONITORING OF PERSONNEL; ESTABLISHMENT OF NYSIIS SECURITY ADVISORY COMMITTEE AND REVIEW BOARDS; AND BUILT-IN PROGRAMMING CONTROLS. CHARTS ILLUSTRATE PLANNING AND EXECUTION OF DATA PROCESSING AND SECURITY AND PRIVACY RESPONSE FLOW.
