The Internet is rapidly changing how governments and international businesses operate and deliver services and goods to citizens, but this global information medium has also become the vehicle for a new set of malicious activities carried out by hackers, terrorists, and rogue states.
Abstract
The authors discuss a possible course of action to counter the growing international security threat associated with the Internet, that course being the development of an international regime for information assurance. Such a regime must involve the cooperative efforts of both governments and international businesses. The authors postulate that an information assurance regime can arise only if governments and international businesses fully appreciate their respective interests in the areas of information security. 60 notes
