This report reviews the history, features, and implementation of the "Secure Our Schools Initiative" (SOS), which is sponsored by the U.S. Justice Department's Office of Community Oriented Policing Services (COPS).
Abstract
COPS has invested more than $866 million in various programs intended to increase school security. The range of such programs was expanded in fiscal year 2002 to include SOS, which funds school safety equipment and/or programs intended to improve school safety. SOS grants assist in the purchase of such security measures as the placement and use of metal detectors, locks, lighting, and other deterrent measures; security assessment; security training for students and personnel; and coordination with local law enforcement agencies. In fiscal year 2004, SOS distributed nearly $10 million to help schools in 220 high-risk jurisdictions with increasing security concerns. Grantees are required to contribute a local match of 50 percent toward the cost of the grant project.
