THE DEVELOPMENT AND ACTIVITIES OF THIS SAN DIEGO POLICE PROGRAM DESIGNED TO COUNTERACT THE PROBLEM OF NONSTUDENT LOITERERS AROUND THE JUNIOR AND SENIOR HIGH SCHOOLS AND TO BETTER POLICE-STUDENT RELATIONS.
Abstract
THE SECONDARY SCHOOLS TASK FORCE WAS ASSIGNED THE RESPONSIBILITY OF ENFORCING THE LOITERING LAWS AND DEVELOPING A LONG-TERM PROGRAM TO ELIMINATE THIS PROBLEM. THE OFFICERS WERE ASSIGNED TO TWO-MAN TEAMS AND WERE GIVEN RESPONSIBILITY FOR A SPECIFIED GROUP OF SCHOOLS. WHILE ON THE SCHOOL CAMPUSES, A NONENFORCEMENT POSTURE WAS ADOPTED, ALTHOUGH ACTION WAS TAKEN IF AN OBVIOUS VIOLATION WAS COMMITTED IN THE OFFICERS' PRESENCE. THE TASK FORCE WAS VERY SUCCESSFUL IN ELIMINATING THE LOITERING PROBLEM. INFORMAL CONTACTS, RAP SESSIONS, AND CLASS PRESENTATIONS WERE USED IN AN EFFORT TO IMPROVE RELATIONS WITH STUDENTS. IT IS STATED THAT AN IMPROVED STUDENT ATTITUDE WITH RESPECT TO POLICE HAD BEEN NOTICED BY PATROLMEN AFTER INCEPTION OF THIS PROGRAM.
