THIS PAPER TAKES A LOOK AT THE RELATIONSHIP BETWEEN ARREST RATES AND POLICE RESPONSE TIME.
Abstract
THE PAPER PRESENTS AN ANALYSIS OF THE RELATIONSHIP BETWEEN ON-SCENE ARRESTS BY POLICE OFFICERS AND THREE TYPES OF RESPONSE DELAYS: DISPATCH TIME, PATROL CAR TRAVEL TIME AND RESPONSE TIME. THE DATA USED IN THE ANALYSIS WAS HISTORICAL IN NATURE AND WAS OBTAINED FROM THE SEATTLE POLICE DEPARTMENT'S SELECT DISPATCHING COMPUTER SYSTEM. THE ANALYSIS DEMONSTRATES THAT HIGHER ARREST RATES ARE ASSOCIATED WITH LOWER TRAVEL TIMES AND RESPONSE TIMES. FOR DISPATCH TIME NO SUCH ASSOCIATION COULD BE DETERMINED. SINCE THE STUDY WAS NOT A CONTROLLED EXPERIMENT, NO CAUSATIVE RELATIONSHIP COULD BE ESTABLISHED.(AUTHOR ABSTRACT)....BDS
