A CONTINGENCY PLAN FOR CONTINUED POLICE OPERATIONS IN THE EVENT OF WORK STOPPAGE BY CIVILIAN AND/OR SWORN POLICE PERSONNEL HONORING UNION PICKET LINES, AND/OR IN THE EVENT OF DESTRUCTIVE TACTICS BY STRIKERS.
Abstract
DIVISIONAL MANPOWER ASSIGNMENTS ARE MADE IN THE EVENT OF ALL CIVILIAN EMPLOYEES GOING ON STRIKE; ALL CIVILIAN EMPLOYEES AND ONE-HALF OF SWORN PERSONNEL (EXCLUDING SUPERVISORS) GOING ON STRIKE; AND ALL CIVILIAN EMPLOYEES AND ALL SWORN PERSONNEL (EXCLUDING SUPERVISORS) GOING ON STRIKE. THE SECTION ON LABOR DISPUTES REFERS PRIMARILY TO LABOR DISPUTES OUTSIDE THE POLICE DEPARTMENT AND DETAILS THE PROPER POLICE POSTURE TOWARDS PICKETS AND PICKET LINES. THE RIGHTS OF BOTH PICKETS AND MANAGEMENT ARE DISCUSSED. THE PLAN ALSO OUTLINES SEVERAL APPLICABLE LAWS TO BE ENFORCED IN THE EVENT THAT ACCESS OR EGRESS TO A BUSINESS PREMISE IS DENIED BY PICKETERS.
