THIS PAPER PRESENTS A SET OF FOUR GOALS FOR A COMPREHENSIVE PROGRAM TO UPGRADE THE STATE IDENTIFICATION FUNCTION THROUGHOUT THE NATION.
Abstract
THE FOUR GOALS INCLUDE SUPPORTING THE DEVELOPMENT OF A NATIONAL COMPUTERIZED CRIMINAL HISTORY SYSTEM BASED ON THE POINTER CONCEPT; ESTABLISHING 'ONE CARD' PROCESSING FOR FINGERPRINT SUBMISSION AND INDIVIDUAL IDENTIFICATION NATIONWIDE; REDUCING THE LABOR INTENSIVE REQUIREMENTS OF THE IDENTIFICATION FUNCTION; AND PROVIDING CAPABILITY FOR STATE LEVEL LATENT PRINT SEARCHES. A BOARD OVERVIEW OF THE STATE OF THE ART AND STATE OF PRACTICE IS PROVIDED FOR EACH OF THE MAIN FUNCTIONS WHICH TOGETHER COMPRISE THE IDENTIFICATION AREA, NAMELY AUTOMATED NAMESEARCH AND TECHNICAL SEARCH, SEMI-AUTOMATED TECHNICAL SEARCH, FINGERPRINT TAXING AND FACSIMILE, AND LATENT PRINT DEVELOPMENT AND SEARCH. A COORDINATED PROGRAM OF TEN PROJECTS CONCEIVED TO REACH THE NATIONAL GOALS IS RECOMMENDED. INDIVIDUAL PROJECT DESCRIPTIONS INCLUDE SUGGESTED TIME SCHEDULES AND COST ESTIMATES.
