Abstract
THE BACKGROUND OF THE FOURTH AMENDMENT AND THE DEVELOPMENT OF THE EXCLUSIONARY RULE SERVE AS AN INTRODUCTION. THE POLICE OFFICER IS ASSURED THAT THE EXCLUSIONARY RULE DOES NOT AND WAS NOT INTENDED TO PREVENT EFFECTIVE LAW ENFORCEMENT. AN INFORMED AND PATIENT POLICE OFFICER SHOULD HAVE NO DIFFICULTY IN MEETING CONSTITUTIONAL REQUIREMENTS. THIS MANUAL DESCRIBES WHAT IS AND WHAT IS NOT A SEARCH, THE NEED FOR AND MANNER OF ATTAINING SEARCH WARRANTS, HOW TO EXECUTE A SEARCH WARRANT, AND WHAT SITUATIONS CONSTITUTE EXCEPTIONS TO THE WARRANT REQUIREMENT ARE DESCRIBED.
