BASIC INFORMATION ON DEVELOPMENT, STRUCTURE AND FUNCTIONING OF THE APPROVED SCHOOL SYSTEM IN ENGLAND AND WALES FOR YOUNG OFFENDERS, AND PROBLEMS IN ITS OPERATION.
Abstract
ISSUES DISCUSSED IN THE INSTITUTIONAL TRAINING SITUATION ARE THE CLASSIFICATION AND ALLOCATION OF OFFENDERS, THE MAINTENANCE OF LINKS WITH THE FAMILY, AFTERCARE, THE NEEDS OF THE INDIVIDUAL VERSUS THE NEEDS OF THE COMMUNITY, THE DIFFICULTY OF ATTRACTING SUITABLE STAFF. APPROVED SCHOOLS HAVE BEEN STAFFED LARGELY BY TEACHERS AND, IN GENERAL, THEIR APPROACH TO TRAINING DERIVES IN THE MAIN FROM THE TEACHING TRADITION. THE ATTITUDES AND SKILLS OF SOCIAL WORK PRACTICE MAY BE MORE APPROPRIATE TO THIS FIELD OF WORK AND COULD, WITH ADVANTAGE, BE MORE WIDELY ADOPTED. ALTERNATIVE FORMS OF CONTROL AND ADMINISTRATION ARE EXAMINED AND SPECIAL ATTENTION IS GIVEN TO THE ROLE OF THE MANAGERS.
