THIS REPORT DISCUSSES AND SUMMARIZES THE FINDINGS OF A COMMITTEE APPOINTED BY THE SANTA CLARA COUNTY CITY MANAGERS ASSOCIATION (CALIFORNIA) CONCERNING IMPLEMENTATION OF THE 911 EMERGENCY REPORTING SYSTEM.
Abstract
AT THE COMMITTEE'S FIRST MEETING, IT WAS DECIDED THAT TWO METHODS WERE AVAILABLE FOR IMPLEMENTING 911 SERVICE THAT WERE PRACTICAL AND ECONOMICALLY FEASIBLE. ONE METHOD IS A CENTRALIZED SYSTEM WHEREBY ALL CALLS FOR EMERGENCY SERVICE WOULD BE ROUTED TO A CENTRAL FACILITY OPERATED BY THE COUNTY. THE CENTRAL FACILITY WOULD THEN REFER THE CALL TO THE PROPER JURISDICTION FOR DISPATCH OF THE REQUIRED SERVICE. THE OTHER METHOD IS A DECENTRALIZED SYSTEM IN WHICH ALL JURISDICTIONS IN THE COUNTY CONTINUE TO RECEIVE CALLS DIRECT FROM THE CUSTOMER. WHERE THE TELEPHONE EXCHANGE BOUNDARY AND THE JURISDICTION BOUNDARY DID NOT COINCIDE, THE CITY OR AGENCY RECEIVING THE CALL WOULD TRANSFER THE CALL TO THE AGENCY RESPONSIBLE FOR PROVIDING SERVICE.
