A SAN LEANDRO, CALIF., PROGRAM PROVIDING RECREATIONAL AND COUNSELING SERVICES FOR TROUBLED ADOLESCENT GIRLS IS EVALUATED TO DETERMINE WHETHER IT SHOULD CONTINUE TO RECEIVE REVENUE-SHARING FUNDS.
Abstract
THE SNEDIGAR COTTAGE COMPONENT OF THE SAN LEANDRO GIRL'S CLUB PROVIDES RECREATIONAL AND COUNSELING SERVICES TO WARDS OF THE COURT RESIDING AT THE SNEDIGAR FACILITY. THE PHOENIX COMPONENT OF THE CLUB SERVES GIRLS REFERRED BY THE POLICE DEPARTMENT AND PUBLIC SCHOOLS, PROVIDING VOCATIONAL TRAINING AND JOB PLACEMENT SERVICES IN ADDITION TO RECREATION AND COUNSELING. RECREATIONAL ACTIVITIES INCLUDE WILDERNESS TRAINING, SPORTS, MUSIC LESSONS, CRAFTS, BACKPACKING, COOKING, AND GYMNASTICS. CLIENTS PARTICIPATE IN THE SELECTION OF RECREATIONAL ACTIVITIES TO FIT THEIR NEEDS. THE EVALUATION REPORT DESCRIBES THE CLUB'S HISTORY, ORGANIZATION, SERVICES, AND CLIENTS. IT ASSESSES ITS IMPACT ON THE COMMUNITY AND ON INDIVIDUAL CLIENTS, AS WELL AS ITS OBJECTIVES, STAFF, AND POLICYMAKING, FISCAL CONTROL, AND ACCOUNTING PROCEDURES. IT IS CONCLUDED THAT THE CLUB CAN BE AN EFFECTIVE TOOL IN PREVENTING DELINQUENCY AS WELL AS IN REHABILITATING SMALL NUMBERS OF DELINQUENTS. AMONG RECOMMENDATIONS FOR IMPROVEMENT ARE: BETTER RECORDKEEPING PRACTICES, ESPECIALLY WITH REGARD TO PROGRAM IMPACT ON CLIENTS AND CLIENT REASONS FOR NOT COMPLETING PROGRAM ACTIVITIES; MORE REALISTIC FEE-FOR-SERVICE QUOTAS; AND A MORE ENTHUSIASTIC AND SUPPORTIVE BOARD OF DIRECTORS.
