REPORT OF A TECHNICAL ASSISTANCE STUDY PROVIDING AN ANALYSIS OF THE SAN FRANCISCO POLICE DEPARTMENT'S FORTY YEAR OLD ORGANIZATIONAL STRUCTURE AND RECOMMENDATIONS FOR CHANGE.
Abstract
THE STUDY WAS UNDERTAKEN IN RESPONSE TO A REQUEST BY THE DEPARTMENT'S CHIEF PROMPTED BY WIDESPREAD CHARGES OF OPERATIONAL INEFFECTIVENESS. THE REQUEST FOR ASSISTANCE ASKED FOR A SOUND AND FLEXIBLE ORGANIZATIONAL FRAMEWORK TO PROVIDE AN EFFECTIVE PATTERN OF FUNCTIONAL AND COMMAND RELATIONSHIPS FOR THE IMMEDIATE FUTURE AND FOR A DOCUMENT THAT COULD BE USED IN HIS ATTEMPT TO SECURE THE APPROVAL OF THE POLICE COMMISSION FOR REORGANIZATION. PREVIOUS REORGANIZATIONAL PROPOSALS AND OTHER PERTINENT DEPARTMENTAL DOCUMENTS WERE REVIEWED AND INTERVIEWS WITH COMMAND STAFF WERE UNDERTAKEN. THE CONSULTANT FOUND THE DEPARTMENT IS DESPARATELY IN NEED OF REORGANIZATION. AFTER CHARTING THE CURRENT ORGANIZATIONAL STRUCTURE AND DESCRIBING MAJOR DEFECTS, THE CONSULTANT DESCRIBES HIS PROPOSED REORGANIZATION AND SUMMARIZES IT IN CHART FORM. A REORGANIZATION RESOLUTION FOR PRESENTATION TO THE POLICE COMMISSION IS ALSO PROVIDED.
