DATED JANUARY 1977, THIS REPORT PRESENTS THE RESULTS OF AN ASSESSMENT OF THE TRAFFIC ENFORCEMENT PRACTICES OF THE SAN FRANCISCO POLICE DEPARTMENT, WHICH HAS A SWORN POLICE STRENGTH OF 1,958 SERVING A POPULATION OF 687,000.
Abstract
THE DEPARTMENT SERVES A 45.4 SQUARE MILE AREA. THE PURPOSE OF THIS STUDY WAS TO EVALUATE THE PERFORMANCE OF MAJOR TRAFFIC LINE AND STAFF ACTIVITIES IN ORDER TO ASSESS THE NEED FOR A SPECIALIZED TRAFFIC UNIT AS OPPOSED TO A GENERAL PATROL EMPHASIS PROGRAM. CURRENT TRAFFIC ENFORCEMENT PRACTICES ARE DESCRIBED, AND PROBLEMS WITH THESE OPERATIONS ARE EXAMINED. A MAJOR REORGANIZATION OF THE TRAFFIC FUNCTION IS RECOMMENDED TO BRING ABOUT A REALIGNMENT OF EFFORT AND A READJUSTMENT OF EMPHASIS IN THE DEPARTMENT....DMC
