THE LONG TERM COST OF RECRUITMENT AND TRAINING OF FOSTER PARENTS IS STUDIED, ALONG WITH THE FEASIBILITY OF SHIFTING COUNSELING RESPONSIBILITIES TO THE FOSTER PARENT. OTHER ASPECTS OF FOSTER CARE ARE ALSO VIEWED.
Abstract
THE JUVENILE RETRIEVAL PROGRAM IS MAINLY RESPONSIBLE FOR DIVERTING 601 TRANSIENT YOUTHS FROM THE JUVENILE JUSTICE PROCESS BY PLACING THE YOUTHS IN A COMMUNITY BASED FOSTER PARENT HOME UNTIL ARRANGEMENTS CAN BE MADE TO TRANSPORT THE YOUTH TO HIS LEGAL RESIDENCE. PROGRAM FUNCTIONS ARE COMPOSED OF INTERVIEWING THE YOUTH AT THE JUVENILE HALL, MAKING ARRANGEMENTS FOR FOSTER PARENT PLACEMENT, TRANSPORTING YOUTHS TO THE FOSTER PARENT HOME, CONTACTING THE YOUTH'S FAMILY, AND ARRANGING TRANSPORTATION. THIS SHORT-TERM PLACEMENT OF YOUTHS HAS PROVEN TO BE A COST-EFFECTIVE MECHANISM FOR TEMPORARILY HOUSING THESE YOUTHS UNTIL TRANSPORTATION IS ARRANGED. IT IS CONSIDERED THAT THE PROJECT HAS DEMONSTRATED ITS EFFECTIVENESS. IT WAS DETERMINED THAT COMPETENT FOSTER PARENTS HAVE BEEN RECRUITED AT MINIMAL EXPENSE, AND THE CAPABILITIES OF THE FOSTER PARENTS WERE IDENTIFIED BY FAVORABLE RESPONSES FROM PROBATION OFFICERS, LAW ENFORCEMENT OFFICERS, AND THE TRANSIENT YOUTHS THEMSELVES.
