ASSESSMENT OF PROJECT TO DEMONSTRATE IN EIGHT CITIES THE EFFECTIVENESS OF COMPREHENSIVE, CRIME-SPECIFIC PROGRAMS IN REDUCING STRANGER-TO-STRANGER CRIME AND BURGLARY.
Abstract
THE CRIME-SPECIFIC PROGRAMS AND PROJECTS DEVELOPED BY EACH IMPACT CITY -- REPRESENTS A NEW APPROACH TO CRIME REDUCTION WHICH EMPHASIZES THE ALLOCATION OF RESOURCES TO DEVELOP, IMPLEMENT, AND EVALUATE PROJECTS AIMED AT REDUCING SPECIFIC TYPES OF CRIME. THE PROJECTS REFERRED TO IN THIS DOCUMENT ARE THE ESTABLISHMENT OF A PLAINCLOTHES ANTI-ROBBERY AND BURGLARY DIVISION IN ATLANTA, THE INSTALLATION OF WIRELESS ALARM SYSTEMS AT SELECTED BUSINESSES IN ST. LOUIS, AND THE PROVISION OF PSYCHOLOGICAL AND PSYCHIATRIC EVALUATIONS FOR PROBATIONERS AND PAROLEES IN DENVER. ALSO REFERRED TO ARE THE PROVISION OF FOOT PATROLS AREAS WITH HIGH INCIDENCE OF STREET CRIME AND BURGLARY IN ST. LOUIS, AND THE PROVISION OF PERSONAL PROPERTY IDENTIFICATION SYSTEMS IN DENVER AND ST. LOUIS. EACH IMPACT CITY EVALUATES THE PROJECTS AND PROGRAMS BEING IMPLEMENTED WITHIN ITS OWN JURISDICTION. THE DEGREE TO WHICH PROJECTS AND PROGRAMS HAVE ATTAINED THEIR OWN OBJECTIVES ARE DETERMINED USING EVALUATION DESIGNS DEVELOPED BY CITY CRIME ANALYSIS TEAMS AND STATE PLANNING AGENCIES. THESE INTERIM AND FINAL EVALUATION REPORTS PROVIDE FEEDBACK TO IMPROVE PROJECT OPERATIONS, IDENTIFY PROJECT AND/OR EVALUATION STRENGTHS AND LIMITATIONS, AND GUIDE PROGRAM PLANNING. IN ADDITION, INTERIM AND FINAL EVALUATION REPORTS SUPPLY INFORMATION REGARDING THE EFFECTIVENESS OF VARIOUS EVALUATION TECHNIQUES FOR ASSESSING PROJECT EFFECTIVENESS AND EFFICIENCY. TO ILLUSTRATE THIS PROCESS, SIX EVALUATION REPORTS HAVE BEEN INCLUDED IN THIS DOCUMENT REPRESENTING THE TYPE OF REPORTS PREPARED TO DATE BY THE IMPACT CITIES. (AUTHOR ABSTRACT MODIFIED)
