The Salt Lake (Utah) Area Gang Project is based on an innovative community-oriented policing concept which involves the community in the problemsolving process.
Abstract
The Governing Board of the project includes representatives of neighboring police agencies, as well as two civilian employees. The Community Advisory Board is responsible for establishing a network of community-based organizations, educational institutions, law enforcement agencies, government and public agencies, and concerned citizens to develop strategies for the prevention and suppression of gang violence and substance abuse. This manual discusses characteristics of the various black, Hispanic, Polynesian/Islander, and Asian gangs active in the Salt Lake City area. There is also a section on skinhead gangs. The manual discusses "gangster rap" in terms of its influence and impact on youth involved in gangs. The manual also describes the Gang Project's intelligence data system and recommends programs and strategies designed to prevent gang activity in the community.
