Abstract
The report emphasizes the city's adoption of community policing principles. Four team houses have been established in different neighborhoods, desk officers are available 24 hours a day to meet with citizens, and the police communications center was restructured to allow 12 more officers to work in the new FORCE program. FORCE stands for Focusing Our Resources on Community Empowerment; this innovative program combines crime prevention efforts and block watch groups with a direct link to police officers who respond quickly to specific problems. ACOP, A Community Outreach Program, provides police services, interpreters, and social workers to assist public housing residents, who are mostly new immigrants.
