Abstract
UNIFORM RULES OF PRACTICE AND PROCEDURE SHOULD PROTECT THE RIGHTS OF JUVENILES WHILE MAINTAINING THE NECESSARY FLEXIBILITY IN MEETING THE VARYING NEEDS OF JUVENILE CASES. AN EXPLICIT SET OF OPERATIONAL GUIDELINES WILL AID THE LAWYER SERVING AS A LIAISON BETWEEN COURT, FAMILY AND OFFENDER.
