The 1990 annual report of the Royal Hong Kong Police Force reflects the force's organization, operations, personnel and training, management and inspection services, and administration and finance.
Abstract
The report indicates that reported crime in 1990 totaled 88,300 cases or about the same rate as in 1980. Relations between Hong Kong and Chinese police authorities are good, and agreements have been reached on a number of important issues. For example, workable procedures have been established for exchanging information on cases involving firearms, drugs, smuggling, and car thefts. The Hong Kong Police Force consolidated its cooperative approach to international drug trafficking during 1990 and has signe bilateral agreements with several countries to facilitate collaboration in the investigation and seizure of drug-related assets. Since the introduction of the Drug Trafficking (Recovery of Proceeds) Ordinance in 1989 to the end of 1990, cash and assets amounting to $261 million were frozen. There was an overall decrease in traffic accidents and casualties in 1990, and the police resumed direct responsibility for illegal immigrant duties at the border. The annual report details the police force's various departments as well as its special branch and regional operations. The report also covers crime trends, commercial crime, organized and serious crime, ballistics and firearms identification, crime prevention, and forensic pathology and science.
