PROBLEMS ARISING FROM THE CURRENT DEFINITION OF THE POLICE ROLE ARE DISCUSSED WITH MODIFICATIONS TO ACHIEVE GREATER EFFECTIVENESS SUGGESTED.
Abstract
THE AUTHOR URGES UNIVERSITY DEVELOPMENT OF RESEARCH AND TRAINING PROGRAMS IN CRIMINAL JUSTICE. FURTHER SUGGESTIONS INVOLVE PERMITTING THE MUNICIPAL POLICE FORCES TO PURSUE MORE ACTIVELY THE ENFORCEMENT OF TRADITIONAL CRIMINAL LAW. SUCH FUNCTIONS AS JAIL OPERATION, TRAFFIC CONTROL, AND CONTROL OF DRUG ADDICTS AND CHRONIC ALCOHOLICS SHOULD BE TRANSFERRED FROM THE RESPONSIBILITY OF THE POLICE TO THAT OF OTHER AGENCIES. THE QUASI-MILITARY STRUCTURE OF POLICE ORGANIZATION SHOULD BE ABANDONED. CAREER PROGRAMS ALLOWING SPECIALIZATION IN A SPECIFIC TYPE OF CRIME SHOULD BE INSTITUTED, WITH APPROPRIATE 'PROFESSIONAL' DAY SCALES. CAREER MOBILITY SHOULD BE ENHANCED BY ELIMINATING ALL RESIDENCY REQUIREMENTS AND BY CREATING A NATIONAL RETIREMENT SYSTEM FOR LAW ENFORCEMENT OFFICERS.
