THIS PAPER ASSESSES THE IMPLICATIONS OF EXTREME VIOLENCE BY PALESTINIAN GUERRILLA ORGANIZATIONS FOR THOSE SEEKING CONFLICT RESOLUTION IN THE MIDDLE EAST.
Abstract
FOR THE PURPOSES OF THIS ANALYSIS, 'CONFLICT RESOLUTION' SIGNIFIES A SOLUTION ALONG THE LINES OF THE UNITED NATIONS RESOLUTION 242, WHOSE ESSENTIAL ELEMENTS ARE ISRAELI WITHDRAWAL FROM THE TERRITORIES OCCUPIED IN JUNE 1969 IN RETURN FOR ARAB RECOGNITION OF ISRAEL AND BETTER ARRANGEMENTS FOR THE PALESTINIANS. IT IS ARGUED THAT INCONGRUITIES BETWEEN PERCEPTIONS (SUBJECT TO CHANGES OVER TIME), AND BEHAVIOR CAN IMPEDE CONFLICT RESOLUTION. FOR EXAMPLE, IT WOULD BE CONCLUDED THAT IF ADHERENTS OF A MILITARY SOLUTION IN THE ARAB WORLD, OF WHICH THE GUERRILLA IS THE PRIMARY EXPONENT, SHOULD BE DEFEATED, IT WOULD BE EASIER TO REACH A NEGOTIATED SETTLEMENT ALONG THE LINES OF THE UNITED NATIONS RESOLUTION. HOWEVER, IT HAS BEEN PROVEN THAT SUCH A SITUATION HAS ONLY HAD THE EFFECT OF STRENGTHENING THE POSITION OF GROUPS IN ISRAEL WANTING MORE EXPANSION AND NOT A SETTLEMENT.
