THE PROCESSING OF INMATES FOR PAROLE IS EXAMINED WITHIN THE CONTEXT OF LABELLING THEORY.
Abstract
IN CALIFORNIA, TO BE RELEASED ON PAROLE, AN INMATE IS REQUIRED TO HAVE A PROGRAM, INDICATING HIS DESTINATION AND HIS WORK AND RESIDENCE PLANS. THIS PROGRAM IS INTIALLY FORMULATED BY THE INMATE AND THEN INVESTIGATED BY A PAROLE OFFICER. IF IT IS FOUND TO BE INADEQUATE, THE OFFICER SHOULD REQUEST THAT THE INMATE BE RETAINED BEYOND HIS SCHEDULED RELEASE DATE UNTIL A SATISFACTORY PROGRAM CAN BE ESTABLISHED. THIS PROCEDURE, HOWEVER, IS DISCOURAGED BY ADMINISTRATORS, DESPITE THE FACT THAT ONE HALF OF ALL INMATES HAVE NEITHER BONA FIDE JOBS NOR RESIDENCES. CIRCUMVENTION RESULTS, IN PART, BECAUSE OF THE HOUSING AND COST PRESSURES OF INSTITUTIONAL MANAGEMENT, AND, IN PART, BECAUSE ADMINISTRATORS BELIEVE THAT A RETAINED INMATE BECOMES A DISRUPTOR OF THE INSTITUTIONAL ROUTINE. ADDITIONALLY, IT MAY OCCUR, WHEN AN INMATE THROUGH A PUBLIC SOURCE EXPOSES INFORMAL PRACTICES TO SCRUTINY. THIS SUGGESTS THAT THE INMATE IS NOT NECESSARILY A PASSIVE PARTICIPANT TO BUREAUCRATIC PROCESSING. SEE PROBATION AND PAROLE - SELECTED READINGS NCJ-003284.
