A DISCUSSION OF THE ROLE AND SCOPE OF THE PROPOSED STATE STATISTICAL ANALYSIS CENTERS (SAC), FOCUSING ON SAC STAFFING, RELATIONS WITH THE STATE PLANNING AGENCY AND LOCAL SYSTEMS, AND DATA PUBLICATION EFFORTS.
Abstract
THE PURPOSE OF THE SAC IS TO PROVIDE OVERALL COORDINATION IN THE PLANNING, DEVELOPMENT, AND OPERATION OF THE STATES' COMPREHENSIVE DATA SYSTEMS PROGRAMS. WHILE NOT CHARGED WITH THE RESPONSIBILITY OF COLLECTING INFORMATION, THE SAC IS RESPONSIBLE FOR THE ANALYSIS OF DATA CONCERNING THE ADMINISTRATION OF CRIMINAL JUSTICE AND FOR THE DISSEMINATION OF THE RESULTS TO THE APPROPRIATE CRIMINAL JUSTICE AGENCIES, PLANNING UNITS AND THE LEGISLATURE. IT IS SUGGESTED THAT THE SAC BE INDEPENDENT OF THE STATE PLANNING AGENCIES AND THE AGENCIES CHARGED WITH RESPONSIBILITY FOR COLLECTING STATISTICAL INFORMATION. IT IS ALSO RECOMMENDED THAT THE SAC ASSUME A CLEARING-HOUSE FUNCTION WITH RESPECT TO DEVELOPMENT OF LOCAL NON-CDS INFORMATION FUNCTIONS; THAT MANDATORY REPORTING LAWS BE ENACTED IN CONJUNCTION WITH OTHER EFFORTS TO INSURE COOPERATION OF LOCAL AND STATE CONTRIBUTING AGENCIES; AND THAT AGENCIES BE ALLOWED TO REVIEW ANY NEGATIVE INFORMATION ON THEIR OPERATIONS PRIOR TO ITS PUBLICATION.
