THIS REPORT REVIEWS THE ACTIVITIES OF THE FIRST 19-MONTH (JUNE 1972 THROUGH DECEMBER 1973) PHASE OF THIS FIVE-YEAR PROJECT.
Abstract
THIS PROJECT IS INVOLVED IN THREE BASIC ACTIVITIES: PILOT RESEARCH, DIRECTED AT DEFINING AND DIAGNOSING CRIMINAL JUSTICE SYSTEM PROBLEMS; (2) THE PROVISION OF TECHNICAL ASSISTANCE TO CRIMINAL JUSTICE AGENCIES, AIMED AT IMPROVING AGENCY PLANNING SKILLS, MANAGEMENT CAPABILITIES, AND RESEARCH EVALUATION CAPABILITIES, AND (3) THE DEVELOPMENT IN THE LOCAL COMMUNITY OF INNOVATIVE, MODEL DEMONSTRATION PROJECTS STRUCTURED IN AN EVALUATION FRAMEWORK ENABLING A RIGOROUS ASSESSMENT OF THEIR IMPACT. THIS REPORT SUMMARIZES PROGRAM STUDIES (BOTH COMPLETED AND ONGOING) IN EACH OF THESE AREAS AND DISCUSSES POLICY AND PROGRAM COORDINATION AT THE FEDERAL, STATE, AND LOCAL LEVELS. ALSO COVERED ARE THE PILOT CITY PROGRAM STAFF AND THE RELATIONSHIP BETWEEN THE PROGRAM AND THE UNIVERSITY OF ROCHESTER. APPENDED ARE LISTS OF PROGRAM PHASE ONE PUBLICATIONS IN PRINT AND IN PROGRESS (TO BE PRINTED IN PHASE TWO) AND OF AGENCIES CONTACTED BY THE PILOT CITY STAFF DURING PHASE ONE.
