This document describes the Bureau of Justice Assistance Regional Information Sharing Systems (RISS) Program to support law enforcement efforts to combat multijurisdictional criminal conspiracies and activities.
Abstract
The RISS Program operates in all 50 States, the District of Columbia, Canada, Puerto Rico, and Guam. Six regional intelligence centers provide criminal information exchange and other related operational support services to nearly 5,000 local, State, and Federal law enforcement agencies that are members of the program. The document provides data on, among other features of the system: nationwide intelligence network; secure intranet; intelligence database pointer system; national gang database; and investigative leads bulletin board. The RISS Program in 1996-97 included: Information Sharing (database activity and the results of member agency investigations supported by criminal information database services); Analytical Services; RISS National Gang Conference; training conferences; investigative equipment loans; confidential funds loans; and other support services (telecommunications, publications, technical assistance).
