TRADITIONAL POLICE REWARD SYSTEMS ARE CRITICIZED; A NEW REWARD SYSTEM IS PROPOSED FOR THE BOSTON POLICE DEPARTMENT THAT WOULD RECOGNIZE MORE THAN HEROISM AND BRAVERY AND PROVIDE TANGIBLE REWARDS.
Abstract
THE TRADITIONAL SYSTEMS ARE FAULTED FOR THEIR EMPHASIS ON MILITARY VALUES, FOR THEIR INCONSISTENCY, AND FOR THEIR INABILITY TO PROVIDE TANGIBLE REWARDS SUCH AS MONEY, PROMOTION, OR TRANSFER. THE NEW SYSTEM WOULD REQUIRE THE ESTABLISHMENT OF A REWARD REVIEW COMMITTEE, WOULD REWARD EMPLOYEES (SWORN AND NON-SWORN) OVER A SIGNIFICANTLY GREATER RANGE OF PERFORMANCE MEASURES, WOULD CONTROL FOR ACCURATE AND SUITABLE PUBLICITY, AND WOULD PROVIDE FOR MONETARY REWARDS, TRANSFERS, AND PAY INCREASES WITHIN GRADES, AS WELL AS THE TRADITIONAL MEDALS AND CITATIONS.
