Annotation
The 1981 Florida Legislature should reauthorize the Prison Industry Commission only if the Governor will make a strong commitment to support the Commission through timely appointments and if the Legislature will correct the technical errors of existing statutes governing the Commission.
Abstract
In its 4 years of existence, the Commission has met few of its official goals, objectives, and statutory responsibilities. However, the Commission's recommendation and strong support of a separate classification for industrial personnel and an increase in the earned surplus cap is felt by the Department of Corrections to have been instrumental in acquiring these changes. The Commission's role as moderator in instances where undue competition is alleged from correctional work programs is considered its most important function. For this reason alone, the Commission should be retained. Finally, the Commission should be reauthorized only if it can assume a proactive role in advising the Department of Corrections on matters concerning the correctional work program.
