CONCLUSIONS REACHED BY THE CRIMINAL OFFENDER MANPOWER DEVELOPMENT PROJECTS FUNDED BY THE OFFICE OF RESEARCH AND DEVELOPMENT FROM 1963-1973.
Abstract
A BRIEF HISTORY OF THE PROJECTS RELATE THEM TO THE MANPOWER DEVELOPMENT AND TRAINING ACT OF 1962 AND TO SHIFTS IN EMPHASIS FROM INSTITUTIONAL TO COMMUNITY-BASED PROGRAMS. ISSUES SUCH AS RECIDIVISM, GOAL-SETTING, AND DETERMINING POTENTIALLY SUCCESSFUL WORK ATMOSPHERES ARE DISCUSSED IN THEIR RELATION TO ASSESSING PROJECT SUCCESS. AN OVERVIEW OF PROJECT PARTICIPANTS IS GIVEN WHICH ALSO EXAMINES OFFENDER SELECTION. A VARIETY OF ISSUES RELATE TO PROVIDING THE OFFENDER A JOB SKILL, TOUCHING ON LIMITED AREAS AND LOW LEVELS OF TRAINING, PREVOCATIONAL TRAINING, INCENTIVES, SPECIAL EDUCATION TECHNIQUES, AND THE NEED FOR PROGRAMS WHICH INCORPORATE BEHAVIOR MODIFICATION TECHNIQUES. OFFENDER PLACEMENT, JOB DEVELOPMENT, AND JOB RETENTION ARE EXPLORED AS SEPARATE FUNCTIONS. A FINAL SECTION DEALS WITH PROGRAM ASSESSMENT AND DEVELOPMENT. A LISTING AND DESCRIPTIONS OF R-D PROJECTS ARE APPENDED, AND AN EXTENSIVE BIBLIOGRAPHY IS PROVIDED.
