The Singapore Prison Department's detailed strategies for the next 3 years were presented to a wide audience during a recent seminar in May 2000.
Abstract
The 2-day seminar was attended by 350 individuals representing a wide range of organizations. On the first day of the seminar, presenters spoke about anchor projects to develop four focal areas--enhanced operational capabilities, staff development, integrated in-care, and coordinated after-care. Operational capabilities enhancements were concerned with contingency and emergency planning, the development of computerized communication and intelligence systems, the development of the Housing Unit Management System, and outsourcing of non-core prison functions. Staff development initiatives focused on the use of personnel selection tools to filter job applicants, the introduction of an ethics structure and code, and ways of meeting staff training and welfare needs. In the area of in-care, the discussion considered the optimum use of rehabilitation resources. In the area of after-care, the emphasis was on strengthening the Care Network. 10 photographs
