This report presents information on the informal consultation of the Friends of the Helsinki Process and the Friends of the United Nations Convention Against Corruption regarding the implementation of the Convention.
Abstract
The consultation was convened under the initiative of Finland and Portugal for the purpose of discussing ways and means that the Conference of States Parties of the United Nations Convention Against Corruption might use to facilitate and promote compliance with the Convention by the state parties to it. The agenda for the consultations included a review of mechanisms of other international legal instruments and preparations for the Conference of States Parties of the Convention. Also addressed in the consultations was technical assistance for the implementation of the Convention Against Corruption. Included in this report are attendance information and a summary of discussions. Key conclusions are outlined from UNODC regional and subregional seminars, and one section of the report discusses prerequisites for ensuring the adequate implementation of the United Nations Convention Against Corruption. Key characteristics of the Convention Against Corruption are listed as a basis for reviewing its implementation, followed by a presentation of the key elements of the review of implementation by the Conference of the States Parties. Other topics addressed are stages of reviewing implementation, methods for reviewing implementation, technical assistance, and the "way forward." Similar information is provided for both the consultations held in Lisbon, Portugal, on March 22-24, 2006, and in Buenos Aires, Argentina, from October 30 to November 1, 2006.
