A UNIVERSITY INSTRUCTOR WHO TEACHES POLICE ADMINISTRATION ARGUES THAT POLICE MANAGERS MUST RESPOND TO JUDICIAL, PUBLIC, LEGISLATIVE, AND ORGANIZATIONAL INFLUENCES.
Abstract
THE TRADITIONAL CONCEPT OF POLICE ADMINISTRATION, IN WHICH HIGH-LEVEL MANAGERS PROMULGATE RULES AND POLICY FOR THE ORGANIZATION GUIDED ONLY BY THE DESIRE FOR EFFICIENCY, IS VIEWED AS INADEQUATE FOR MODERN NEEDS. IT IS ARGUED THAT POLICE CHIEFS MUST ADOPT A MARKETING PHILOSOPHY OF DETERMINING CUSTOMER NEEDS AND DEVELOPING APPROPRIATE METHODS TO SATISFY THEM. RESPONSIVENESS TO INTRA-DEPARTMENTAL NEEDS AND IDEAS IS ALSO SUGGESTED.
