CANADA'S SOLICITOR GENERAL COMMENTS ON THE PRINCIPLES AND RECOMMENDATIONS SET FORTH BY A LEGISLATIVE COMMITTEE CONCERNING THE COUNTRY'S CORRECTIONAL SYSTEM.
Abstract
THE SOLICITOR GENERAL ENDORSES THE 13 PRINCIPLES ENUNCIATED IN THE COMMITTEE REPORT, NOTING THAT THE PRINCIPLES EMBODY MANY OF THE GOALS AND OBJECTIVES ARTICULATED IN THE FEDERAL CORRECTIONS AGENCY TASK FORCE REPORT PUBLISHED IN 1977. THESE GENERAL STATEMENTS OF IMPRISONMENT, THE CORRECTIONAL STAFF, THE ORGANIZATION AND MANAGEMENT OF THE PENITENTIARY SERVICE, JUSTICE WITHIN THE PRISON WALLS, AND WORK PROGRAMS. THE SOLICITOR GENERAL STRONGLY SUPPORTS THE ESTABLISHMENT OF DECENTRALIZATION AS A BASIC ORGANIZATIONAL PRINCIPLE, WITH THE DELEGATION OF AUTHORITY, RESPONSIBILITY, AND ACCOUNTABILITY AS CLOSE TO THE LEVEL OF ACTION AS POSSIBLE. OF 65 RECOMMENDATIONS OFFERED BY THE SUBCOMMITTEE IN THE AREAS NOTED ABOVE AND IN REGARD TO EDUCATION AND TRAINING, SOCIALIZATION, INSTITUTIONS, AND PRERELEASE AND PAROLE, THE SOLICITOR GENERAL ACCEPTS 53 IN WHOLE OR IN PART, OFFERING COMMENTS AND SUGGESTIONS WITH REGARD TO EACH RECOMMENDATION. -- IN ENGLISH AND FRENCH.
