MANAGEMENT SYSTEMS AND TECHNIQUES ARE PRESENTED WITH THE GOAL OF ENCOURAGING THEIR USE IN POLICE DEPARTMENTS. THE CONCEPT OF ALLOCATING RESOURCES TO ACTIVITIES WHICH YIELD THE GREATEST RETURN IS SPECIFICALLY APPLIED.
Abstract
THE FUTURE OF POLICE SERVICE WILL BE ASSURED BY UTILIZING THE ABILITIES OF ALL PERSONNEL, ADAPTING AND ADOPTING NEW TECHNOLOGY, AND JUDICIOUSLY USING NEW SYSTEMS, INCLUDING COMPUTER MANAGEMENT SYSTEMS. NEW COMPUTER SYSTEMS IN LAW ENFORCEMENT CONTAIN SEVERAL OF THE FOLLOWING COMPONENTS: GEOGRAPHIC DISTRIBUTION, TEMPORAL DISTRIBUTION, CRIME ANALYSIS, CALL PRIORITY, WORKLOAD ANALYSIS, AND MEASURES OF PERFORMANCE. BESIDES EXAMINING ALL THESE COMPONENTS, THE REPORT ALSO COVERS THE TOPICS OF PATROL, CALL PRIORITY AND RESPONSE TIME, AND COMMUNITY INVOLVEMENT. PRODUCTIVITY MEASUREMENT IS ONE TECHNIQUE USED IN DETERMINING EFFICIENT RESOURCE ALLOCATION. LEVELS OF PRODUCTIVITY TO BE MEASURED INCLUDE THE PRODUCTIVITY OF INDIVIDUALS; (2) RELIEFS, SUBDIVISIONS, AND SPECIAL PATROL GROUPS; (3) DEPARTMENTS, SUCH AS THE CRIMINAL INVESTIGATION DEPARTMENT; AND (4) THE POLICE FORCE AS A WHOLE. THE MANAGEMENT SYSTEMS, COMPUTER PROGRAMS, AND MANAGEMENT CONCEPTS DISCUSSED IN DETAIL FOR THE NONTECHNICAL INDIVIDUAL HAVE BEEN DEVELOPED IN THE UNITED STATES AND CANADA. THE REPORT IS DIRECTED MAINLY TO UNITED KINGDOM POLICE FORCES. CHARTS, REFERENCE NOTES, AND AN APPENDIX WITH TWO QUESTIONNAIRES ARE INCLUDED. (PRG)
