The use of reserve police officers in small police agencies is discussed.
Abstract
This FUTURES study focuses on determining the role of reserve police officers in small communities by the year 2004. According to this paper, presented to the staff of the Commission on Peace Officer Standards and Training, future volunteer programs are likely to see changes in training, recruitment, and employee retention. The project is presented in three specific sections: future study, strategic plan, and transition plan. The project is intended to assist the future police manager in strengthening reserve police programs. The author presents a model designed for the Hughson (California) Police Department, which includes forming a community planning committee; conducting an internal and external audit of the organization; developing creative methods of recruitment, hiring, and training; and opening stronger lines of communication. The study provides a detailed analysis of emerging trends and events, a micro-mission statement, illustrations, appendixes, references, and bibliography.
