The California Commission on Peace Officer Standards and Training, beginning in April 1994, surveyed California law enforcement agencies to collect data on the manner in which reserve peace officers are recruited, trained, and deployed; this final report summarizes and discusses the survey's findings.
Abstract
The survey was sent to all municipal chiefs of police and all sheriffs within the State. A total of 403 surveys were sent and 274 were returned. Part I of the survey, which focused on personnel, solicited information on who uses reserves, how they are recruited, who is accountable for the reserve program, who conducts background investigations, the reserve rank structure, and concealed weapon status of the various classifications (levels) of reserve officers. Part II, which addressed reserve administration, solicited information about pay status, fringe benefits, equipment, and affiliation with professional associations. Part III sought respondents' views on existing levels of training, sufficiency of training, existing continuous professional training requirements, and the availability of training facilities. Part IV, the survey section on operations, developed information about deployment strategies, minimum and maximum ages of service, and retirement criteria. Appended survey questionnaire
