THESE INDIVIDUAL PAPERS AND DISCUSSION SUMMARIES FROM AN INTERNATIONAL SEMINAR ON RESEARCH STRATEGIES FOR THE STUDY OF INTERNATIONAL TERRORISM PRESENT TECHNIQUES AND STRATEGIES FOR BOTH RESEARCHERS AND PRACTITIONERS.
Abstract
THE SEMINAR, HELD IN FRANCE IN 1977, WAS SPONSORED BY THE CANADIAN GOVERNMENT AND THE U.S. LEAA. SPEAKERS AND PARTICIPANTS INCLUDED RESEARCHERS FROM MANY FIELDS, PHYSICIANS, AND POLICE, GOVERNMENT, AND MILITARY OFFICIALS FROM SEVERAL COUNTRIES. TOPICS ADDRESSED INCLUDED (1) LINES OF DEFENSE AGAINST TERRORISM, ESPECIALLY CRISIS MANAGEMENT; (2) GOVERNMENT AND POLICE PREPARATION AND HANDLING OF TERRORIST INCIDENTS; (3) EMERGENCY PREPAREDNESS AND TECHNOLOGICAL ISSUES, ESPECIALLY MEDICAL RESCUE AS AN ANTITERRORIST MEASURE; (4) POSSIBILITIES FOR INTERNATIONAL COOPERATION THROUGH TREATIES, CONVENTIONS, AND USE OF UNILATERAL OR MULTILATERAL MILITARY FORCES; AND (5) POSSIBLE RESEARCH STRATEGIES. RESEARCH IN THESE AREAS IS FACED WITH THREE PROBLEMS: DEFINING THE PROBLEM, CONDUCTING THE RESEARCH, AND APPLYING THE RESEARCH FINDINGS. POSSIBLE RESEARCH STRATEGIES INCLUDE (1) DATA COLLECTION AND DESCRIPTIVE CLASSIFICATION; (2) TECHNOLOGICAL RESEARCH AND DEVELOPMENT; (3) COST-BENEFIT ANALYSIS; (4) CONCEPTUAL MODELING; (5) GAMING, PREDICTION, AND FUTURISTICS; (6) STUDY OF ORGANIZATIONAL FUNCTIONING; (7) CORRELATIONAL STUDIES; (8) CASE STUDIES; (9) PUBLIC OPINION SURVEYS; (10) EVALUATIVE RESEARCH; AND (11) AN INTERNATIONAL CENTER FOR INFORMATION EXCHANGE. THE BEST PREVENTION AND CONTROL STRATEGIES DEVISED TO DATE INVOLVE INTELLIGENCE AND POLICE OPERATIONS. OTHER POTENTIAL MODELS INCLUDE ECONOMIC WARFARE, THE CRIMINAL JUSTICE MODEL, AND THE COMMUNICATIONS MODEL. IN ADDITION, RESEARCH ON ROOT CAUSES OF TERRORISM MAY IDENTIFY COMMON DENOMINATORS OF TERRORISM, WAR, AND SOCIAL CONTROL, AND MAY INDICATE SOME FRESH APPROACHES FOR ACTION.
