Abstract
NINETEEN PAPERS AND REPORTS PREPARED BY PROFESSIONALS IN THE FIELDS OF MEDICINE, LAW, PSYCHOLOGY, BIOLOGICAL SCIENCES, AND SOCIAL SCIENCES, AND BY STAFFS OF RESEARCH INSTITUTIONS APPROACH DIFFERENT ASPECTS OF PRISONER RESEARCH. THE PHILOSOPHY OF PRISONER EXPERIMENTATION IS DISCUSSED IN THE INTRODUCTORY PAPERS, ALONG WITH PROPOSED POLICY GUIDELINES FOR FUTURE RESEARCH. ONE REPORT CONSIDERS THE ETHICAL CONTEXTS OF SELLING THE DISPOSITION OF ONE'S BODY FOR PURPOSES OF EXPERIMENTATION. A MAJOR ETHICAL ISSUE DISCUSSED IN SEVERAL OF THE REPORTS IS INFORMED CONSENT; WHILE ONE PAPER CONSIDERS ITS LEGAL ASPECTS, ANOTHER CONCENTRATES ON THE PRISON ENVIRONMENT AND ITS IMPLICATIONS IN OBTAINING FREE CONSENT. OTHER TOPICS EXAMINED IN THE APPENDED MATERIALS ARE FEDERAL REGULATION OF PRISONER EXPERIMENTATION, ALTERNATIVE APPROACHES TO USE OF PRISONERS AS RESEARCH SUBJECTS, AND INTERNATIONAL USE OF HUMANS FOR RESEARCH. FINDINGS OF SURVEYS ON PRISONER USE IN DRUG TESTING AND THE PRESENT STATUS OF INMATE INVOLVEMENT IN BIOMEDICAL AND BEHAVIORAL RESEARCH IN STATE CORRECTIONAL UNITS ARE PRESENTED, AND A PRELIMINARY REPORT ON RESEARCH IN FIVE STATE PRISONS IS INCLUDED. THREE OF THE PAPERS IN THE APPENDIX WERE PREPARED FOR THE NATIONAL MINORITY CONFERENCE ON HUMAN EXPERIMENTATION HELD IN 1976. TOPICS ADDRESSED WERE PUBLIC POLICY ISSUES IN HUMAN EXPERIMENTATION, INFORMED CONSENT, AND ETHICAL ISSUES IN PRISONER EXPERIMENTATION. PAPERS PREPARED BY STAFFS OF RESEARCH INSTITUTIONS INCLUDED REPORTS OF SITE VISITS TO THE LILLY RESEARCH UNIT AT PENDLETON REFORMATORY IN INDIANA, AND THE ADDICTION RESEARCH CENTER IN LEXINGTON, KENTUCKY.
