Abstract
THE ARTICLE EXAMINES ORGANIZATIONAL STRUCTURE OF THE POLICE DEPARTMENT AS IT AFFECTS BLACKS IN THE RECRUITMENT, ASSIGNMENT AND PROMOTIONAL PROCESSES; AN INVENTORY OF POLICE CONDUCT WITH REGARD TO THE NUMBER OF ARRESTS BY AGE, RACE AND SEX, AND THE NUMBER OF HOMICIDES AT THE HANDS OF THE POLICE FOR 1969 AND 1970; AND THE DISPENSATION OF FEDERAL FUNDS UNDER THE OMNIBUS CRIME CONTROL AND SAFE STREETS ACT OF 1968 FROM JULY, 1969 TO JUNE, 1971. MORE SPECIFICALLY IT DISCUSSES THE EXTENT OF BLACK EXCLUSION FROM THE POLICE DEPARTMENT AS A WHOLE AND POLICY MAKING POSITIONS IN PARTICULAR, THE COMMUNITY RELATIONS BETWEEN POLICE AND BLACKS, HOW THE POLICE VIEW THE BLACK COMMUNITY, AND HOW, IN TURN, THE BLACK COMMUNITY VIEWS THE POLICE, INCIDENCE OF POLICE BRUTALITY AND DISHONESTY, AND THE STIFLING OF POLITICAL DISSENT IN THE BLACK COMMUNITY. FINALLY, IT EXAMINES SEVERAL SUGGESTIONS FOR IMPROVING POLICE-BLACK COMMUNITY RELATIONS IN CHICAGO.
