The Task Force on Maine Youth Center Security, established in May 1990, was mandated to recommend security improvements at the Maine Youth Center, a minimum-security facility where security depends on practices, procedures, and staff rather than on physical barriers. Using the records of the 103 escapees from the Center between January and June 1990, the Task Force made 12 recommendations that seek to balance security and treatment needs.
Abstract
The report lists the Commission's recommendations in order of priority, beginning with the establishment of a separate security force. A state-of-the-art physical perimeter should be constructed around all programmatic and housing facilities. The third recommendation provides for a secure reception and orientation unit. The Commission proposes to finance these improvements and recommended enhancements of the treatment program through a bond issue. A Management Information System would be accessible to appropriate supervisory personnel on a 24-hour basis. Other security features to be considered include restrictions on resident movements, assurance of adequate funds and manpower to maintain security equipment andthe system, and a secure communications system. The Commission recommends that the Maine Youth Center and law enforcement agencies prosecute all escapees. The Center should be equipped with more vehicles, all equipped with radios, and should investigate the possibility of installing additional security lighting. 3 appendixes
