This report describes the structure and activities of the Texas Commission on Jail Standards (TCJS) and summarizes its analyses relating to jail overcrowding, inmate classification, and other policy issues.
Abstract
The nine-member commission was established by the State legislature in 1975. It sets forth rules for the establishment and operation of county jails, provides consultation and technical assistance to county officials, and inspects each jail at least once a year to ensure compliance with State law and Commission rules. Policy issues considered have included the use of enforcement action as a response to overcrowding, the need for changes in laws regarding inmate classification, the development of staffing ratios based on jail design, and the establishment of minimum standards for municipal jails.
