The 1993 International Conference on Chemical Operations was organized by the United States Drug Enforcement Administration to focus on the development of enforcement and administrative programs to control precursor and essential chemicals used in the illicit manufacture of drugs.
Abstract
Government officials of 49 countries attended the conference. Participants represented enforcement, regulatory, and customs agencies, as well as the International Narcotics Control Board, the United National Drug Program, ICPO-Interpol, the Organization of American States, and the Customs Cooperation Council. Participants heard from many countries about regulatory and enforcement aspects of their chemical control programs. The conference steering committee identified 11 urgently needed actions. These actions emphasize the need for governments to promptly communicate facts about proposed chemical shipments among each other and with concerned international organizations to enable preventive action. The participants concluded that governments must take the responsibility of acting upon reasonable suspicion and stop or seize chemical shipments that would contribute to illicit drug production.
