This report details the current budgetary status of the Ohio Department of Rehabilitation and Correction and contains several national measures against which to compare the figures for Ohio and analyze the Department's fiscal year 1996-1997 budget.
Abstract
Ohio's prison system is the fifth largest in the Nation and its imprisonment rate of 369 per 100,000 inhabitants is higher than the national average. Most Ohio prison growth is due to serious and violent offenders spending longer time in prison. During the past five years, the number of offenders in State-funded community sanctions programs has more than tripled. Nonetheless, Ohio's average daily inmate cost has actually fallen by over 24 percent during the past 21 years. The State's average daily cost per inmate of $35.02 in calendar year 1993 is lower by at least $7 a day than that of any other major urban State and more than $17 a day lower than the national average. With lower staffing levels than the national average, Ohio prisons have a low rate of inmate assaults and escapes. 11 tables
