THIS PROGRAM INVOLVES A MULTIDISCIPLINARIAN PANEL APPROACH TO THE PROBLEMS OF UNEMPLOYED AND UNDEREMPLOYED PROBATIONERS, AGE EIGHTEEN AND OVER.
Abstract
A POOL OF VOLUNTEER COMMUNITY EXPERTS IN SUCH FIELDS AS PERSONNEL, MANPOWER TRAINING, AND INDUSTRIAL RELATIONS SIT ON WEEKLY EMPLOYMENT GUIDANCE COUNCILS TO ADVISE REFERRED PROBATIONERS ABOUT THEIR EMPLOYMENT PROBLEMS AND POSSIBILITIES, AS WELL AS TRAINING AND EDUCATIONAL OPTIONS. SUPPORTIVE SERVICES, INCLUDING SCREENING AND INTENSIVE FOLLOW-THROUGH ASSISTANCE, ARE PROVIDED BY A PROGRAM COORDINATOR (A SENIOR PROBATION OFFICER) AND A PERSONNEL SPECIALIST. THIS REPORT SKETCHES IN THE BACKGROUND OF THE PROGRAM, SUMMARIZES THE RESULTS OF AN EVALUATION OF THE IMPACTS OF THE PEG PROGRAM ON CLIENT RECIDIVISM AND EMPLOYMENT, AND DESCRIBES THE PROGRAM PROCEDURES AND PROCESS IN MORE DETAIL. PROGRAM EVALUATION RESULTS INDICATED RELATIVELY, THOUGH NOT SIGNIFICANTLY, HIGHER MEASURES OF EMPLOYMENT SUCCESS FOR PROBATIONERS PARTICIPATING IN THE PROJECT. HOWEVER, THE GAINS IN EMPLOYMENT WERE TOO SLIGHT TO AFFECT THE OUTCOME ON RATES OF RECIDIVISM. THE APPENDIX CONTAINS COPIES OF NINE PROGRAM FORMS AND DISCUSSIONS OF PROGRAM OPERATIONAL COSTS AND THE PLACE OF PSYCHOLOGICAL TESTING IN THE PROBATION EMPLOYMENT AND GUIDANCE PROGRAM.
