Abstract
The report draws on information extracted from several computerized data files pertaining to reportable crime incidents, complaints, grievances, and fatalities. In addition, the Jails Daily Population Reporting System and compilations and trend data from various manual information systems are utilized. Where appropriate, national and State policy and statistical reports are reviewed to compare trends. Each topical section of the report is organized around a discussion of major trends, 1990 statistics, major findings, and focus questions. Specific report topics pertain to jail inmates, population growth in the correctional system, reportable incidents in local correctional facilities, training in local corrections, fatalities in the correctional system, and complaints and grievances in the correctional system. Grievance category definitions and a list of New York City Department of Correction facilities are appended. 36 tables and 39 figures
