THIS REPORT EXAMINES THE CURRENT AND PROPOSED USES OF COMMUNITY SERVICE TREATMENT IN BRITISH COLUMBIA, AND DISCUSSES SOME OF THE ISSUES AND PROBLEMS INVOLVED IN THESE NON-CUSTODIAL PENALTIES AND PROGRAMS.
Abstract
THE PRESENT ORGANIZATION AND ADMINISTRATION OF CORRECTIONS IN BRITISH COLUMBIA IS FIRST OUTLINED. IT IS NOTED THAT THE DEVELOPMENT OF WORK SERVICE PROGRAMS IS ONE OF FIVE MAJOR INNOVATIONS PLANNED BY THE DEPARTMENT. THE TYPES OF WORK SERVICE PROPOSED BY THE DEPARTMENT INCLUDE INVOLVEMENT OF PROBATIONERS IN EXISTING COMMUNITY PROJECTS, ARRANGED WORK PROJECTS OF A PUBLIC NATURE, AND SPECIAL SOCIAL SERVICE PROGRAMS FOR OFFENDERS WHO ALREADY POSSESS SPECIFIC SKILLS. SEVERAL REPORTS ON THE ACTUAL USE OF COMMUNITY SERVICE TREATMENT IN BRITISH COLUMBIA ARE THEN PROVIDED, WITH THE COMMENTS OF JUDGES AND PROBATION OFFICERS. FINALLY, AN ANALYSIS OF SOME OF THE PROBLEMS INVOLVED IN THESE TYPES OF PROGRAMS IS PRESENTED. THE APPENDIX PROVIDES A DISCUSSION OF THE USE OF COMMUNITY SERVICE IN INDIAN COMMUNITIES....DMC
