Abstract
THE ANNUAL REPORT OF THE POLICE COMMISSIONER FOR NEW SCOTLAND YARD, LONDON, DISCUSSES THE DECLINING NUMBER OF POLICE OFFICERS CALLED UPON TO COPE WITH THE RISING INCIDENCE OF CRIME. AMONG THE TOPICS REVIEWED ARE MANPOWER, PERSONNEL CHANGES AND TRAINING, PUBLIC ORDER INCLUDING DUTY AT DEMONSTRATIONS, INDUSTRIAL DISPUTES AND PUBLIC EVENTS, DIPLOMATIC PROTECTION, CRIME PREVENTION SERVICE, FIREARMS, DRUNKENNESS, MISSING PERSONS AND OBSCENE PUBLICATIONS; GENERAL CRIME STATISTICS, WITH VARIATIONS WITHIN EACH CRIME CATEGORY ANALYZED IN DETAIL, AND THE FUNCTIONS OF THE CRIMINAL INVESTIGATION DEPARTMENT; TRAFFIC MANAGEMENT, ACCIDENT PREVENTION AND REPORTING, TRAFFIC OFFENSES, AND THE DUTIES OF THE PUBLIC CARRIAGE OFFICE; SPECIALIST AND SUPPORT FUNCTIONS, INCLUDING PUBLIC INFORMATION, FINANCE, AND COMMUNICATION. THE REPORT RECOMMENDS INCREASED PAY FOR MEMBERS OF THE FORCE. MATTERS OF PARTICULAR INTEREST THAT AROSE DURING THE YEAR INCLUDED REEVALUATION OF A PROPOSED REORGANIZATION IN THE COMMAND STRUCTURE OF THE FORCE, INVESTIGATION OF A REDESIGNED COMMUNICATIONS SYSTEM, AND CONTENDING WITH VIOLENCE DIRECTED AT THE POLICE DURING AN INDUSTRIAL DISPUTE. THIS AND OTHER VIOLENCE LED TO ADOPTION OF IMPROVED POLICE SAFETY EQUIPMENT. CRIME FIGURES ROSE, INCLUDING THOSE FOR JUVENILES AND ASSAULTS AGAINST THE PERSON. PROGRESS WAS MAINTAINED AGAINST SYNDICATES DEALING IN ILLEGAL DRUGS AND PROTECTION RACKETS. THE TOTAL NUMBER OF ROAD ACCIDENTS INCREASED, ALTHOUGH THERE WAS A REDUCTION IN THE NUMBER OF FATAL AND SERIOUS ACCIDENTS. COMMUNITY RELATIONS SAW THE ESTABLISHMENT OF A COMMISSION FOR RACIAL EQUALITY. THE REPORT CONCLUDES WITH APPENDIXES SUMMARIZING THE STRENGTH OF THE FORCE, CRIME STATISTICS, AND LISTS HONORS AND AWARDS RECEIVED AND THE TIME MISSED FROM DUTY BECAUSE OF WORK RELATED INJURIES. (RFC)
