The status of the Colorado Division of Criminal Justice Research and Evaluation Unit is described, organizational options are considered, and future directions are mentioned.
Abstract
A consultant reviewed the unit's staffing and procedures, evaluation mandates, the evaluation plan, and the annual evaluation plan. The consultant found the unit to be in its early stages of development but with the opportunity to make a positive contribution to the State's criminal justice system. Before research and evaluation procedures can proceed, a statement of goals and administrative support are needed since the unit has not yet established credibility with its audience. The unit should become involved in grants administration and planning activities and should focus on evaluating one or two selected programs while increasing the number of programs monitored over a 2- to 5-year period. Unit staff should become involved with regional councils in awareness, technical assistance, and subgrantee activities. Appendixes include a Colorado Division of Criminal Justice organizational chart and an evaluation report on the Wisconsin Council of Criminal Justice.
