Abstract
The State Commission of Investigation (SCI) concluded that the testimony constituted an 'extremely harsh indictment' of casino credit. Consequently, the SCI called for a prohibition against credit at casinos and commended that position to the legislature. In addition, the SCI proposed the following reforms for alternative legislative and regulatory action: repeal all statutory provisions which authorize the extension of credit at casinos; eliminate the provision that allows a casino licensee to deduct a percentage of uncollectible gambling debts from gross revenue subject to the State gambling tax; exclude undesirables immediately; require chip cashers to pay markers; prohibit the solicitation of a tip by casino employees; require that casinos deposit all counter checks in a bank for payment within 14 days of the date of transaction; increase civil penalties for miscnoduct from $10,000 to $100,000 for individuals and from $50,000 to $1 million for corporations; require casinos to redeem a credit gambler's most recent counter check; expand identification requirements; require better security and closer surveillance; and mandate that a returned check is uncollectible 'only if sufficient documentation' has been obtained verifying uncollectibility.
