DISCUSSION OF THE 152 SUCCESSFUL HIJACKINGS OF UNITED STATES-REGISTERED AIRCRAFT BETWEEN MAY 1961 AND DECEMBER 1972.
Abstract
AN EXAMINATION OF THE MOTIVES BEHIND THE HIJACKINGS SHOWS THAT HIJACKERS WERE POLITICALLY MOTIVATED, SUFFERED FROM MENTAL ABERRATIONS, AND/OR WERE FUGITIVES FROM JUSTICE. OTHERS ATTEMPTED HIJACKINGS FOR THE PURPOSE OF EXTORTION OR OF KIDNAPPING FOR RANSOM. CRIME CONTROL EFFORTS DIRECTED AT THIS OFFENSE ARE HIGHLIGHTED AND DISCUSSED. THESE INCLUDE STATUTORY CONTROLS (INTERNATIONAL AS WELL AS NATIONAL), SECURITY CONTROLS, AND ENFORCEMENT MEASURES. ALSO CONSIDERED ARE THE THREE TYPES OF PROBLEMS WHICH HAVE EMERGED FROM THE LITIGATION ARISING OUT OF INCIDENTS OF HIJACKING - CHALLENGES TO THE CHARGE OF HIJACKING, CHALLENGES TO AIRPORT SECURITY MEASURES, AND THE ISSUE OF CARRIER LIABILITY FOR INJURIES SUSTAINED AS A RESULT OF A HIJACKING.
